The problem is that they opened the door to allow anyone to sue for anything. By not requiring the person bring the lawsuit to actually have been harmed by the actions, now anyone can sue for anything. They've tried to overcome this by including wording in the law that makes this specific to this law, but it sets a scary precedent.
